The formatting controls are basic, and match those found in Google’s office applications: Presentations, Text Documents, and Spreadsheets.

Although version 5.22.182.00 of Google Keep is now available on Google Play, the option must be enabled by Google through a server-level change. So it’s normal if you install the new version of the app and you can’t use the text formatting controls.
