Maduro asserted that using criminal groups to “create chaos in the countries of the region” is “A new strategy” with which the United States wants to “occupy these territories with the Southern Command.”

According to him, any attempt to establish military bases of a North American country in Latin America represents a violation of territorial sovereignty and “a historical mistake,” because “it does not solve the problem.”
