SAN DIEGO – A powerful storm system flooded San Diego County Monday with heavy downpours, causing roadways, multiple car accidents and water rescues throughout San Diego County.

Morning commuters were the worst affected by the storm, which prompted several flood warnings across the county.

San Diego has road closures due to flooding

The California Highway Patrol reported several flooding incidents Monday morning amid heavy rain:

• 4pm: Flooding on Interstate 15 at the Imperial Avenue on-ramp
• 12:58 pm: A rock slide was reported at Grand Avenue and Date Street.
• 11:55 am: All lanes of State Route 78 westbound closed at El Camino Real in Oceanside. This is where the highway was destroyed by flooding last year, causing a long delay in construction
• 11:53 am.: Deep water reported on the Interstate 8 West Warring Road exit ramp
• 11:46 am: Flooding has been reported at the Interstate 5 North Old Town Avenue off-ramp
• 11:43 am: State Route 94 westbound and the road at Kelton is flooded
• 11:31 am: Muddy reported on Imperial Avenue at Interstate 805 off-ramp
• 11am: State Route 125 South and Jamacha Road
• 10:40 am: All of westbound SR-94 was flooded at Euclid Avenue. Traffic was diverted.
• 10:40 am: Heavy flooding and mudslides affect southbound I-805 near Imperial Avenue.
• 10:38 am: Southbound SR-67 at Interstate 8 was affected by 2-3 feet of flood water.
• 10:33 am: The ramp from northbound I-15 to westbound SR-94 was closed due to flooding.
• 10:27 am: The on-ramp from northbound I-805 to Bonita Road was closed due to flooding. 10:20 a.m.: Flooding affected traffic from northbound I-5 to Pershing Drive.
• 10:20 am: A landslide covers half of the exit ramp from northbound I-805 to Imperial Avenue.
• 10:20 am CHP reported water flowing down a ridge on the right shoulder of westbound I-7 east of College Avenue.
• 10:00 AM: One lane of SR-905 at the northbound I-805 connector ramp is blocked due to mud and debris.
• 9:45 am: The I-5 on-ramp at Palomar Airport Road was closed due to flooding.
• 9:45 am: Traffic was being diverted from eastbound SR-78 at the El Camino Real exit ramp due to flooding. A SigAlert was issued.
• 9:00 am: Several lanes of westbound SR-94 in College were flooded.

• Hazard Center Drive between Avenida del Rio and Doubletree Hotel roundabout
• Camino del Este between Station Village Lane and Camino de la Reina
• Ward Rd on Camino del Rio Norte.

Trolley service suspended

Due to all the flooding, MTS is temporarily shutting down its downtown streetcar service.

MTS reported that UC San Diego’s northern Blue Line and Green Line streetcars will no longer terminate at the Santa Fe Depot. UC San Diego’s Southern Blue Line will terminate in Barrio Logan.

“Due to additional flooding in East County, Orange Line service has been suspended. Green Line service is running between Alvarado and County Center/Little Italy. Blue Line service is running north of County Center; and between Barrio Logan and San Ysidro (with delays )”

School closed

Students on some campuses were sent home early Monday morning due to power outages or other reasons related to the storm.

• Monarch School dismissed students early due to a power outage.
• SDCOE Community Schools 37ECB, SOUL Academy, Bridges and Escondido Community Schools close early
• Schools in Jamul-Dulzura School District closed early due to floods.
• Julian Union High School District canceled its ASSETs extracurricular activities due to flooding
• While Coronado schools were not canceled, students were ordered upstairs after the flooding
• National City students are sheltering in place due to flooding, loss of power and loss of communications. Dismissals are expected to take place during normal hours

Spring Valley

Water was seeping into the first floor of the Spring Valley apartment complex. A TELEMUNDO 20 crew was heading to the Helix Apartment Complex on Conrad Street to get more details.

All lanes of State Route 78 are closed at El Camino Real in Oceanside. This is where the highway was destroyed by flooding last year, causing long construction delays. There are several feet of water on the road and at some places it easily crosses over the center divide.

East County

Hartland Fire Department spokesman Andy McKellar said around noon that 150 to 200 homes were flooded across the county. The Heartland Fire covers the communities of El Cajon, La Mesa and Lemon Grove and other areas of East County.

Heavy flooding has flooded the 330 block of Fairway Drive in La Mesa.

San Diego State University

San Diego State University closed a campus road Monday after heavy rains and flooding caused rocks to fall. The University Police Department blocked public access on Canyon Crest Drive between Parking Lot 15 and Aztec Circle.

The city of Coronado said many streets on the island were flooded from the rain. Officials decided to move the students out of the ground floor and into classrooms on the upper floors around noon. At least 16 businesses on Orange Avenue sustained some type of damage from the flooding.

Lemon Grove

Much of Federal Boulevard near San Miguel is under water, with flooding several feet deep. A video submitted by a disabled viewer shows a dozen vehicles, including a large truck.

5 trapped in San Ysidro floods

Several people were also caught in the flood in San Ysdiro on Monday morning. According to the San Diego Fire Department, the individuals were on an embankment under the bridge, but were unable to get out on their own. By 10 a.m., the U.S. At least eight people were rescued and taken away by Customs and Border Protection agents.

Nestor Water Rescue San Diego

At least two people were trapped in floodwaters near a storage business on Palm Avenue in San Diego’s Nestor neighborhood, SDFD crews said. Rescuers were called around 9:30 a.m. and the patient was located and released more than half an hour later. No injuries were reported.

San Diego Naval Base

“Flooding was reported in multiple areas of the base,” officials posted on X, formerly Twitter. “Avoid driving through flooded areas. It is recommended that only essential personnel enter the base and all others avoid the base until further notice. Personnel on base, please remain in place until flood levels recede.”

San Diego freeway floods

Warnings were in effect as of 1:22 p.m. in the following locations:

1. SR-163 South at Balboa Avenue
2. Genesee Avenue south of SR-163
3. SR-163 South at Hotel Circle
4. I-8 West on SR-163
5. I-15 South at Main Street
6. I-15 North and Main Street near National City (all lanes blocked).
7. I-805 North at El Cajon Blvd
8. SR-67 south on I-8
9. SR-94 East on SR-125/Spring Street
10. SR-94 West between College Avenue and College Grove Way
11. I-805 North at Bonita Road
12. I-5 South in Villa de la Valle

ToAccidents

Amid the downpour, more than a dozen accidents were reported on the roads.

A vehicle overturned on wet roads on Interstate 5 near Genesee Avenue in La Jolla around 9 a.m. The man was freed from the vehicle and taken to Scripps Memorial Hospital with injuries.

A flash flood warning was in effect for parts of North County, including Oceanside, Carlsbad, Vista and Solana Beach. The National Weather Service said the warning was extended to include Chula Vista, San Diego and El Cajon until 12:45 p.m.

“This is a dangerous and life-threatening situation. Do not attempt to travel unless you are subject to flooding or under an evacuation order,” an NWS emergency warning said.

During a flood warning, residents are urged to avoid walking or driving through floodwaters and to move to higher ground when possible.

A flash flood watch remains in effect until 9 p.m., though rainfall is expected to taper off dramatically in the afternoon, NBC 7 meteorologist Sheena Parveen said.
