What are the options for this aid ending?

The Transitional Solidarity Allowance (ATS) paid by France Travel (formerly Pôle Employe) will no longer be received by some French people. This assistance was given to unemployed people born in 1954 or 1955 after reaching the age of 60 years. These beneficiaries no longer receive other financial assistance and have not yet retired.

This is a measure intended to respond to the most difficult individual situations. Its amount was 312 euros per month. To benefit from it, you must have contributed for at least 166 quarters and be registered in the unemployment insurance system. The person must prove that they are eligible for unemployment benefits and are in transition without work.

This assistance also has certain conditions to guarantee a minimum income while looking for new work. People who receive it must be actively looking for work and participate in support sessions organized by employment services.

Two forms of ATS

ATS can take two different forms depending on the applicant’s situation. The first, called the Replacement ATS, is aimed at people benefiting from the Specific Solidarity Allowance (ASS) or Active Solidarity Income (RSA). ATS takes over from this assistance when its amount is more beneficial to the beneficiary.

Another form, supplemental ATS, ASS or RSA is given when the individual’s situation justifies it. The purpose of this form of assistance is to provide additional financial support based on the particular circumstances of the individual concerned. These two types of ATS help provide a means of financial security during the transition period for job seekers tailored to their specific situations.

What about alternatives to this ATS?

People who were entitled to ATS may benefit from other types of special assistance. To be eligible for the latter, one must have at least five years of experience in full or part-time employment during the ten years preceding the end of their employment contract. In addition, people who are looking for work and who no longer have the right to unemployment insurance, as well as those who are over 50 and who are eligible for ARE benefits, can request this assistance.

Therefore, the first aid for which they are eligible is the Specific Solidarity Allowance (ASS), which is intended for unemployed people who have exhausted their rights and who cannot benefit from the ATS. It mainly concerns those who have worked for five years during the ten years preceding the end of their contract, as explained earlier.

The second is Active Solidarity Income (RSA) intended for people in difficult situations, especially the unemployed who do not receive any benefits from ATS or ASS. The amount of RSA is based on household income and is subject to strict eligibility criteria.
