DPE energy diagnostics will be “simplified”, assures Bruno Le Maire
The Minister of Economy and Energy, Bruno Le Maire, has promised that the Energy Performance Diagnosis (DPE) will be simplified in such a way that the same treatment for smaller areas can be allowed for larger areas.
An energy performance diagnosis (DPE) provides information about the energy and climate performance of a home or building. It therefore makes it possible to distinguish and categorize dwellings that use the most energy and/or emit the most greenhouse gases by labeling them A to G. In this sequence, the surfaces labeled F and G are considered as energy sieves. Recommendations to purchasers or tenants of works to meet European energy policy standards in force.
To do this, the issued rule provides for rent restrictions and rent freezes for energy strainers, starting from January 2025 for G classified housing. In 2034.
Inappropriate DPE
However, because the diagnosis is no longer based on the energy bill, but on the characteristics of the building to establish the housing classification, along with inflation, many owners find themselves unable to work. Which turned out to be very expensive. And so, thousands of apartments will find themselves subject to restrictions, especially in small areas popular with young people and students.
Facing the social backlash, Bruno Le Maire, already hearing in September 2023, does not seem to have opposed the postponement of the timetable for the application of DPE, before expressing his desire to simplify the diagnosis. Tuesday January 23, 2024, in Viry-Châtillon, Asone, during a meeting with entrepreneurs dedicated to this simplification, the minister said “Continue to think we should simplify DPE”. “And it shall be” He promised, “In particular,” he assures, “so that small areas are treated the same as large areas.” He believes this “Extremely important for student accommodation”.
Should the method of calculating hot water consumption be reviewed?
Hasad Moheb, resident of the Federation of Real Estate Diagnosticians FED Experts, exposes the problem on the microphone, explaining how to open the knot to save these small areas.Europe 1: “We realized,” he explains, that for the same internal data, when we bring a water heater to a small area and when we bring a water heater to a large area, we fall into several categories on a small area. While at large, we will only fall into one category.
This will place reflections on a special DPE for small areas in motion. Europe 1 suggests, in fact, that “This is a method of calculating hot water consumption that will be corrected for surfaces less than 40 square meters”. In addition, there is a perspective already rumored by Bruno Le Maire in October 2023. Southern Radio : “I want to change the diagnosis of energy efficiency and the bias it has today, both on heating methods and surface size. We are here to solve people, not create problems.”He declared.
