CONSIDERING:

That Administrative Decision No. 213/19 approved the organizational structure of the first and second operational levels of the NATIONAL NETWORK HOSPITAL SPECIALIZED IN MENTAL HEALTH AND DEPENDENCE, “LICENCIADA LAURA BONAPARTE”, a decentralized body operating within the SUB-SECRETARY OF MANAGEMENT OF SERVICES AND INSTITUTIONS, dependent on of the then SECRETARIAT OF THE GOVERNMENT OF HEALTH of the former MINISTRY OF HEALTH AND SOCIAL DEVELOPMENT, last modified by the Ordinance of the NATIONAL NETWORK HOSPITAL SPECIALIZED IN MENTAL HEALTH AND ADDICTION “LICENSED LAURA BONAPARTE” No. 57/21.

In due time, by Administrative Decision No. 37/2022, LOVAGNINI, Juan Martin (DNIN ° 35.203.319) was temporarily appointed Head of the Dental Department within the INTEGRAL HEALTH DEPARTMENT OF THE NATIONAL NETWORK HOSPITAL SPECIALIZED IN MENTAL HEALTH AND ADDICTIONS “LICENSED LAURA BON APART., Announcement of the professional category. together, Initial degree, Facilitation Group of the Collective Agreement for the Sectoral Work of the Professional Personnel of Hospitals and Auxiliary Institutions and Scientific and Industrial Institutes subordinated to the Ministry of Health, approved by Decree No. 1133/09.

Also, the said act authorizes the corresponding payment of an allowance for the function of a professional leader of the II level of the above-mentioned Collective Sectoral Labor Agreement.

This Decree No. 328/2020 empowered Ministers, Secretaries of the PRESIDENT OF THE NATION, and senior officials of decentralized organizations, during the duration of the health emergency extended by Decree No. 260/20, to renew temporary appointments that were timely appointed, subject to the same conditions of appointments or their most recent extensions.

By Decree No. 541/2022, the term of office of the aforementioned agent in the office of the head of the dental department, which is subordinate to the DEPARTMENT OF INTEGRAL HEALTH of this National Hospital, was extended from October 19, 2022 for a period of ONE HUNDRED EIGHTY (180) administrative working days from the date of the said action.

That it is currently not possible for operational reasons to pay the fee in accordance with current regulations.

Therefore, in order to ensure the normal development of the activities entrusted to this HOSPITAL, and in accordance with the aforementioned decree, it is necessary to extend the temporary appointment of LOVAGNINA, Juan Martin, to the position of head of the dental department, dependent on the DEPARTMENT OF INTEGRAL HEALTH.

That in this sense the Personnel and Dispatch Department of this Agency intervened in its competence, which is documented in documents NO-2023-76727457-APN-DACYS#HNRESMYA and IF-2023-80401112-APN-DACYS#HNRESMYA.

That the appointment to the above position does not represent an extraordinary assignment of resources.

What the Coordinating Office for Legal Affairs intervened.

This measure is issued by virtue of the powers granted by Law no. 20,332 (as amended by Law no. 27,267) and Decree no. 312/2023.

Thus,

CHIEF CONTROLLER OF THE NATIONAL NETWORK HOSPITAL SPECIALIZED IN MENTAL HEALTH AND ADDICTION “LIC. LAURA BONAPARTE»

DECIDES:

ARTICLE 1. – Consider that the appointment is temporarily extended from July 25, 2023 and for a period of ONE HUNDRED EIGHTY (180) administrative working days LOVAGNINA, Juan Martin (DNIN ° 35.203.319) to the positions of the head of the dental department within the INTEGRATED HEALTH DEPARTMENT OF THE NATIONAL NETWORK HOSPITAL, SPECI ALIZED ON PSYCHIC ONALIZES. HEALTH AND DEPENDENCIES “LICENCIADA LAURA BONAPARTE”, a decentralized body operating in the orbit of the SUB-SECRETARY OF MANAGEMENT OF SERVICES AND INSTITUTIONS OF THE SECRETARIATE OF QUALITY IN HEALTH OF THE MINISTRY OF HEALTH, Junior Professional Category, Initial Degree, Sector Collective Worker Facilitation Unit agreements of professional staff of hospitals and auxiliary institutions and research institutes and affiliated industries with the MINISTRY OF HEALTH, approved by Decree No. 1133/09.

Appropriate payment is permitted for the Supplement to the Level II Professional Management Function of the aforementioned Industrial Collective Labor Agreement, and this temporary appointment is made except for section 7 of Law No. 27,701 for non-compliance with the minimum requirements set out in sections 22 and 39 of said agreement.

ARTICLE 2. The position referred to in Article 1 of this measure must be filled in accordance with the requirements and the current selection systems established in Articles 22 and 39 of Section III, Chapter II and Section IV of the Collective Agreement for professional staff of hospitals and medical institutions and research and production institutes under the jurisdiction of the MINISTRY OF HEALTH, approved by Order No. 1133/09, during the CTO SEVENTY (180) administrative business days.

ARTICLE 3. – The costs necessary to comply with this measure will be charged to the specific points of jurisdiction 80 – MINISTRY OF HEALTH, Organization 902 – NATIONAL NETWORK HOSPITAL SPECIALIZED IN MENTAL HEALTH AND ADDICTION “LIC. LAURA BONAPARTE”.
