Watch Dogs has a similar mechanic where NPCs either help the protagonist or call the police depending on whether they cause too much chaos or steal.
2) Different types of accessible buildings
GTA 6 should have buildings that players can enter and explore. This will make the gameplay more immersive and will also allow them to take different approaches when completing missions or fighting others.
